How do I convert GIF images to PDF?
Select up to 500 GIF files, each up to 64 MiB. One page is produced per image, in the order listed.
Decide whether to keep transparency or put transparent areas on white, then choose the page sizing.
Select Create PDF and save the result before leaving the page.
What happens to a GIF when it becomes a PDF page?
Convert GIF images to PDF, putting one or more GIFs into a single PDF with a page per image. Only the first frame of an animated GIF is used; animation is not retained.
GIF uses its own compression with a colour palette and an optional transparent index, none of which PDF reads directly, so each image is decoded by the browser and rebuilt. An animated GIF holds a sequence of frames and a PDF page holds one picture, so the first frame is used and the rest are not carried across. That is a real loss and is stated rather than left to be discovered.

Page size from a density you set
A GIF records no physical resolution, so each page is sized from the density you enter, between 1 and 2,400 dpi, or fitted to an A-series sheet.

It runs in the browser you already have. There is no plug-in, no desktop application and no sign-up to get through first.
Limitations
What this tool does not do, stated up front.
Animation is not retained. Only the first frame of an animated GIF appears in the PDF.
Each GIF can be up to 64 MiB and 40 million pixels, and up to 500 can be converted at once.
A GIF records no resolution, so each page is sized from the density you enter or fitted to the sheet you pick.
Questions
Can I convert an animated GIF to a multi-page PDF?
No. Only the first frame of an animated GIF becomes a page; the other frames are not used, because a PDF page holds one still picture.
Does the transparent background survive?
Yes by default, as real transparency. Untick Keep transparency to put it on white instead. It is never left black.
Can I combine several GIFs into one PDF?
Yes. Select up to 500 GIF files at once and each becomes one page, in the order listed.
