How does PDF page rotation work?
Rotate pages in a PDF by 90° clockwise, 180° or 90° anticlockwise, and save the result. The turn is added to whatever rotation the page already had.
A turned page in a PDF is not redrawn. The page records its orientation and every reader applies it when displaying or printing, which is why rotation is lossless and instant. Because the value is added to whatever the page already carried, turning a page that was already at 90 degrees by another 270 brings it back to upright rather than to 270.

Limitations
What this tool does not do, stated up front.
Only multiples of 90 degrees are accepted, because that is what the format records.
The page content itself is not redrawn; the page is marked to be shown turned. PDF readers honour that mark, but a tool that ignores page orientation will still see the page as it was.
The document is rebuilt to apply the turn, so bookmarks, named destinations, page labels, accessibility tags, form-field definitions, attachments, layer settings and document properties are not carried across. The tool lists which were present; keep the original if you need them.
Questions
Is the rotation saved in the file?
Yes. The new file records the turn, so the whole page, text included, opens and prints turned in a PDF reader.
Why can I not turn by 45 degrees?
The format records page orientation only in quarter turns. A free angle would mean redrawing the content, which is a different and lossy operation.
How do I rotate just one page of a PDF?
Enter that page’s number, choose the turn and select Turn pages. Every other page keeps the orientation it had.
