How do I remove blank pages from a PDF?
Drop a PDF onto the tool, or choose one. Every page is examined and the ones that are not plainly full of content are listed.
Certainly blank pages are already ticked. Review the uncertain ones and tick any you also want gone.

How does the tool decide a page is blank?
Remove blank pages from a PDF: pages with nothing on them are found and ticked for you, and anything the tool cannot be certain about is listed but left for you to decide.
Blank means three different things and only two of them can be known without looking at pixels. A page whose instructions paint nothing is certainly blank, and that covers the separator pages a print driver inserts and empty pages left by an export or a merge. A page that shows only spaces is almost certainly blank, with one caveat: a font with a custom encoding could in principle map the space character to a visible mark, so it is offered as its own category rather than mixed in with the first. The third case is a scan of a blank sheet, which is a photograph of off-white paper and is indistinguishable from any other photograph without examining the image itself. This tool does not decode images, so such pages are listed as undetermined and never ticked automatically. Annotations are checked separately and deliberately: a page with no drawing of its own and a stamp on it is not blank, and removing it because the instructions were empty would destroy a signature or a review mark. Clearing out separator and empty pages before a set is shared for review, in Xenmark or elsewhere, means reviewers see only the sheets that matter.

Limitations
What this tool does not do, stated up front.
A scanned blank sheet is a picture, and telling it from any other picture needs the pixels. Those pages are listed but never selected for you.
A page that could not be read to the end is never offered as blank, because the mark that would disqualify it may be in the part that was not read. Encrypted PDFs and files over 64 MiB are refused.
Removing pages writes a new file that keeps the pages but not the document-wide extras: bookmarks, named destinations, page labels, form definitions, layer settings (layers that were switched off may show), accessibility tags, attachments and the document properties. The result lists what was left out. A link on a page you keep that pointed at a page you removed stops working, because the removed page is gone from the file rather than hidden inside it.
Questions
Can it detect blank pages in a scanned PDF?
Not reliably: a scanned blank sheet is an image, so it is listed as “image only” for you to check and is never removed automatically. Telling an empty scan from a photograph needs the pixels, which this tool does not read.
A page looks empty but is not listed. Why?
Something on it paints, even if you cannot see it. White text, a zero-width line, or an annotation set not to print all count. The tool will not call a page blank when the document says otherwise.
Will removing pages change the rest of my document?
The kept pages are copied unchanged, but document-wide items are not carried into the new file: all bookmarks, including those pointing at pages you keep, as well as layer settings, attachments and the document properties.
